I checked 3 servers, Cerberus, Ragnarok and Omega. So far Omega looks like it is the most popular one. Cities like Uldah and Gridania and low - mid lvl questing zones are very populated on Omega while on Cerberus and Ragnarok these cities and location are almost empty.
